Serves as the primary assistant to the Chief, Cargo Distribution Section with responsibility for fully participating in and sharing with superior the planning developing, directing, scheduling and controlling the overall operation of the terminal's cargo movement. Plans and develops traffic management programs and operations: Implements policies, procedures, and directives requiring maximum economy in the movements of containerized and breakbulk cargo. Plans, controls and schedules inland movements (port clearance) in/out all military ocean terminals in Korea. Reviews operational and administrative procedures on a continuing basis with regards to effectiveness and efficiency of traffic-management operations. Determines step-by-step operating procedures and effects or recommends changes to meet new requirements or to improve existing operations. Schedules, monitors and controls the movements of commercial cargo carrying DOD sponsored cargo throughout the ROK. Selects and obtains mode of transportation and transportation Movement Release (TMR). Provides technical supervision and operational control over the various modes of transportation being used on a daily basis. Visits agent offices for ocean and inland carriers to appraise and coordinate traffic programs and operations; gives on-the-spot assistance to agents to obtain immediate improvement of unsatisfactory conditions and to resolve troublesome areas. Investigates complaints and against carriers to determine whether policies governing rate or service negotiations should be modified and recommends appropriate actions to higher headquarters for modification. Monitor management planning and operations and ensures proper accountability and documentation of cargo transiting the port. Determines work schedules, priorities, number & type of equipment and personnel required to accomplish loading, unloading and shipping operations, considering anticipated workload and backlog, characteristics of cargo to be moved, receiving capabilities of shipside, consignee and break bulk point, etc. Responsible for inland movement of all military cargo approximately 11,000 MT monthly through MTMC Terminal Busan by rail, trailer or truck including the scheduling and ordering of the transportation assets. Attends cargo meeting in which a variety of matters are discussed regarding operational problems, cargo discharge and loading and coordination of various transportation operations functions. Provides supervision to the subordinates included KGS-9, KGS-7 engaged in traffic management functions. Provides work assignment to positions considering economical and efficient utilization and management of manpower and funds in the overall operations of the Traffic Management. Reviews work procedures and methods with a view to instituting management improvements. Initiates recommendations as to selection, promotion, transfer, commendation, training and discipline of subordinates. Determines training needs and implements training plans; conducts and/or directs the conduct of on-the-job training for division personnel. Refers informal complaints and problems to supervisor. Monitors overtime, extended work week and TDY. Drafts division's operating procedures for implementation. Performs other duties as assigned.
