Assigned to port operation specialist, plans and directs the loading, stowage, and unloading of cargo aboard vessels. As a marine cargo specialist, performs complex cargo stowage planning and oversees the stowing, loading and discharge of cargo, including hazardous cargo abroad vessels, while supporting terminal operations. The work involve multiple terminal locations and ships operating on different schedules. Provides technical advice, guidance and instructions to nontechnical employees to ensure successful operations. Plans and coordinates cargo loading and discharge by attending cargo meetings, reviewing stowage and discharge plans and evaluating vessel space, cargo contend, and available equipment. Revies information on incoming lighters, trucks, and rail cars and advises contractors on workload and manpower requirements. Coordinates with SRTS contractors regarding manpower and arranges lashing, dunnage, and required supplies. Reviews and finalizes stowage plans based on space allocations. Inspects cargo holds before and after loading to ensure proper cleanliness and conditions. Surveys cargo spaces and verifies that cargo type and compatibility are properly considered for safe stowage and efficient discharge at destinations ports. Inspects vessels before loading to confirm that safety and space requirements are met. Oversees contractor operations involving loading, stowage, trimming, and discharge of cargo. Investigates Stevedore detentions and extra labor issues and maintains reports and operational records. During operations, identifies unsafe practices and recommends corrective actions. Makes on-the-spot decisions regarding cargo allocation when conditions differ from the pre-stow plan. Coordinates multiple operations occurring simultaneously with different ships and cargo locations. Ensures proper stowage of classified and security cargo and obtains required authorizations. Serves as the representative for assigned ships and resolves issues between government and contractor personnel. Applies working knowledge of Stevedore contracts, DFR 49, and International Maritime Dangerous Goods Code to ensure proper planning and stowage compatibility abroad vessels. Serves as the key individual to manage and direct stuffing/unstuffing of cargo into or from commercial seavans and/or military containers in support of vessel loading or discharge and Do D preposition maintenance operations. Provides written detailed instructions daily to each worksite supporting container stuffing or unstuffing operations. Publishes additional written instructions which may encompass unloading and/or loading of pallets, crops, containers, flatracks, or other configurations for the purpose of sampling, reconfiguring, removal and building of ammunition cargo in support of container stuffing or unstuffing as a mission driven requirement. Coordinates with the terminal Quality Assurance Specialist, Ammunition Surveillance (QASAS) for required container stuffing securing procedures (drawings) and recommends changes as needed. Reviews each drawing, prepares a detailed list of lumber requirements and submits this list to the Stevedoring Contracting Officer's Representative (COR). Plans, reviews, analyze, develop and/or implement new or revised methods and procedures relating to any phase of cargo stowage, pier operations and vessel loading activities by utilizing Integrated Computerized Deployment System (ICODES). Assists in making studies of problem areas such as difficulties in documentation, failure of contractors to discharge contract provisions, high rate of lost time, accidents, damages, and other incidents involving contract and terminal personnel. Reviews various operational reports to ensure accuracy and adequacy of data prior to releasing same to concerned agencies. Maintains continuing liaison with representatives of MSC, commercial transportation companies, key military and civilian personnel of Army, Navy, Marines, Air Force, Coast Guard, Agriculture, ARTRAN, and other terminal and division elements. Attends meetings and conferences, and makes individual contacts by telephone and personal meetings. Performs other duties as assigned.
