Deadline: 06/05/2024 Program Manager, Programs (Youth-Powered Democracy in Southeast Asia)Grade Level Level E, Grade 11 Contract Type 8 years Reporting To Director, Youth Powered Democracy in South East Asia Location*Bangkok Jakarta Kuala Lumpur Seoul Role Purpose: The aim of OSF opportunities is to dynamically organize staff, strategies, and budgets around the demands of each opportunity.

It balances the need for sustained attention to complex problems and demands rigorous planning and evaluation, while also providing leaders with the autonomy to pursue new ideas and approaches.

The Program Manager will be responsible for day-to-day liaison and coordination with grantee and partner organisations.

The Program Manager will play a critical role with implementing the opportunity, which may use a variety of OSF’s strategic capabilities, such as advocacy, impact investing, strategic litigation or grant making.

The expectation is that the Program Manager is a subject matter expert in the area of youth and democracy in Southeast Asia.

This work will focus on efforts to build and strengthen democracy in key countries in Southeast Asia.

In particular, the work will engage young leaders to advocate for democratic principles.

Key Responsibilities As Program Manager, you will: Provide a strategic vision for innovative program development and implementation, with a focus on youth and democracy in key countries in Southeast Asia.

Deliver on day-to-day liaison with grantees and partners in the design, launch, implementation, and exit of the program/portfolio(s).

Work collaboratively in developing, assessing, and revising program strategies.

Effectively manage portfolios of work, including support in the grant-making process by communicating with grantees for proposal submission, assisting in grant record preparation, grants processing, reporting, and other related processes.

Build a strong understanding of the field and partnerships, in developing and designing the program strategies and portfolios of work.

Work collaboratively with other members within the team and with colleagues across OSF to advance OSF’s strategic objectives, utilizing a variety of OSF’s strategic capabilities..

Manage relationships with partners and work with them to achieve OSF’s strategic objectives.

Build and maintain networks of stakeholders and effectively promote strategic cooperation with diverse audiences.

Process and oversee progress of consultant contracts.

Monitor and communicate progress implementation, project risks, and other relevant status updates regularly.

Monitor and analyse political and socioeconomic developments in countries and areas of focus of the program/portfolio, and deliver concise, written reports and presentations for diverse groups including peers, OSF leadership, and external audiences.

Person Specification Qualifications Essential: Educated to a degree-level (or equivalent).

Experience Essential: Multiple years’ experience in, and nuanced understanding of, at least one field related to politics, governance, public policy, human rights, or socioeconomic development in Southeast Asia.

Progressively responsible experience in a leading role at an NGO, government agency, or research institution focused on politics, governance, public policy, human rights, or socioeconomic development in Southeast Asia.

Extensive expertise in areas related to at least one of the following areas: youth movements, youth engagement and organizing, political leadership development, public policy, or democratic governance.

Fluent in a Southeast Asian language, preferably Thai.

Competencies Functional Competencies: Conceives, designs and manages cross-department, cross-program or similarly complex projects; expected to effectively manage time, budget and stakeholders and network-wide or similarly complex coordination.

Able to generate, capture and organize information and knowledge to deliver prescribed outcomes.

Ability to conduct research to drive decision making by management.

Skilled in drawing out patterns.

Experience in budgeting, strategic analysis and planning.

Working well with a variety of public, private and NGO stakeholders.

Building and maintaining networks of stakeholders.

Promote strategic cooperation with governmental and other sectors.

Knowledge of grant making best practices and the field of philanthropy.

Ability to build synergies, strengthen movements, and identify and fill capacity gaps across fields.

Demonstrate care and concern about partner organizations and the people who work in them.

Personal Competencies: Able to build consensus with diverse audiences/stakeholders.

Possesses cultural sensitivity to work respectfully and effectively in different settings.

Ability to work independently and being self-motivated.

Demonstrates commitment to OSF’s core values of humility, commitment, collaboration, respect, inclusivity and integrity.

Proven experience in collaborating with multi-country stakeholders.

Willingness to adjust working hours to include calls and discussions with colleagues and vendors located in various geographic regions.

Commitment to continuous learning and growth in the areas of diversity, equity, inclusion, antiracism and social justice.

Languages: An excellent knowledge of English (or other language) and proficiency of a Southeast Asian language, preferably Thai.

Proficiency in additional Southeast Asian language would be an asset.
